Can I make a drone that effectively saves people from drowning out at sea by giving them a life jacket?

Abstract or project description

I am going to be making a drone that allows for the movement of life jackets quickly and efficiently without hassle. My plan is to add a GPS system to the drone, as well as an attachment that gives the jacket to people close to the coast with the help of cameras to track where the last location of the people that are lost at sea are. My plan is to have a medium sized drone which allows for greater movement than heavy-duty drones but can also carry weight. My plan was to use plastics and carbon fiber as a structural base of the robot and have four trusses extending out which held a brushless motor that contains a unitary or a binary motor. The drone itself wouldn't be that big, however, the initial dimensions shows that the jacket is around 2 feet, so if I allow for the drone to hover over the target but have the jacket dangle in some way or form that is sturdy enough to not be blown over by the wind, it can effectively and easily rescue people.
